illicit drugs can be manufactured by using everyday items, or grown. So the supply is almost limitless. And the reason trafficking them remains so rampant, is because there is addiction, and money to be made from the sales. Both of which are very strong motivators for people to find ways around laws, to achieve the high they are chasing, or the money from selling the illicit product.
