The first law is actually two parts. One deals with bodies at rest and the other deals with bodies in motion.
Inertia is the tendency of an object which is at rest to stay at rest due to gravity, friction, etc.
Unless there's an external force great enough to overcome these other forces which "hold" a body at rest, it will remain so, and this is due to inertia.
That's why it's also called the law of inertia
