Blue color has the least wavelength which is released by smallest atoms. Atmosphere contains more number of nitrogen and oxygen and these are the smallest atoms. So when sunlight falls on them more amount of blue color light is emitted. Water give a reflection of everything, thus due to the appearance of sky in blue, the water too appears in blue color.

Explanation:

The sky appears dark instead of blue to an astronaut because there is no atmosphere in the outer space that can scatter the sunlight. As the sunlight is not scattered, no scattered light reach the eyes of the astronauts and the sky appears black to them.
