Why is Pakistan not called a democratic country

Pakistan is not called a democratic country because , because in democracy, it is to believe that the Prime Minister/ President decide it has to be followed by the machinery of the state. The verdict imposes by the judiciary has to be followed & must come in existence. But this is very unfortunate part with pakistan, the Army is rebellion. They have their own measures & unlikely to follow the democratic rules or legislature and so Pakistan is not called a democratic country.
