Why is PbCl2 is a good oxidizing reagent?

As we move down the group 14, the stability of +4 oxidation state decreases while +2 oxidation state increases due to the inert pair effect , hence PbCl gets easily reduced . hence its a strong oxidising agent .

In PbCl2 , there is Pb2+ ion . It can still loose two more electron to have +4 OXIDISING STATE .It loses electrons that's why act as oxidising reagent .
