Hi friend!! here is the answer
Water is the enable of fast oxidation of iron so fresh water will also cause rust. however the salt water is a very good conductor and so there are number of electrolysis reactions that tremendously accelerate corrosion in salt water due to no of disassociated ions it conducts very well.
