It is twice blest: It blesseth him that gives and him that takes. It means that when we are merciful, two people are blessed, the person who receives one's mercy, and oneself, for our hearts are softened and we become blessedby the receiver's gratitude.

mercy is said to be twice blessed because god blesses the one who shows mercy and the person who receives mercy is also blessed because he is then happy. So, the one who gives mercy and one who receives mercy is blessed. Therefore, mercy is twice blessed
