1.The reason is very simple. In a democracy the Will of people is supreme. The minister is elected by the people and thus empowered to exercise the Will of people on their behalf. Ministers are answerable to the people.
2. The civil servants is usually more educated and has more expert knowledge of the subject. But the civil servants are appointed by the government. And the civil servants are not answerable to the people.
