This is because to increase the pressure.
The more the Height, the more the pressure.
By doing so, the water will be able to flow through all the pipe networks.

Storage water tank is kept on the roof tank so that the water can flow down easily due to the force of gravity. If its placed at ground level, we would need a motor to deliver the water to every house.
