My guess would be, to avoid any chance of an ongoing resonance.
You'd want to continuously vary the vibration frequency due to the wheel pressures, so that it doesn't get "in-tune" with the resonant frequency of the bridge.

The train is not allowed to move with a uniform speed on a bridge because vibration of train's part may cause forced vibration which may be resonant with the natural vibration of the rail . Resonance may occurs so bridge may fall .
