Why is Tibet plateau called the 'roof of the world' ? Why is there no vegetation other than grass in its flat areas ?

TIBET PLATEAU IS KNOWN AS ROOF OF THE WORLD BECAUSE IT IS THE HIGHEST PLATEAU IN THE WORLD AND IT'S UP TO 4,500 METRES.
