why is volt us always in a multiple of 11. Like 220 volt, 1100 volt ?

no all value of resistance is not in factor of 11
it also in the factor of 2,5,10 and some time others which was depend on the value of the resistance

Use 10 kV at destination, simply multiplied the form factor to it Say 1.11X10=1.11 =11KV aprox.
Similarly for 30 & 60 KV and Volt is always in a multiple of 11.
Due to form factor the voltage is mainly suitable for easily for becoming factor of 2,5,10 depend on the value of the resistance.
