lok sabha is the lower house as the members of lok sabha are elected by the citizens of India whereas the elected members of lok sabha elect the rajya sabha members,so that is the upper house

The Members of lok sabha are elected directly by the people of India through elections
On the other hand The people of lok rajya sabha are not directly elected. 12 are nominated by President and rest are representative of the state and union territories .
Hence the Loksabha is called Lower House and Rajyasabha is called Upper House.
