Mercury is considered as metal even though it is in semi solid state because mercury have all the properties of a metal but except physical state.as we know iron at normal room temperature and standard pressure [STP] will be in solid state but when we heat it at some high temperature it will be at liquid state.so the mercury at normal STP will be in liquid state, but when we cool it at very low temperature it will be in solid state.
