why mosquito can be controlled by preventing stagination of water through they do not live in water

we should pour kerosene or any non aqueous solution on the water so that the solution will be floating on water we know that mosquitos are always used to reproduce in water and keep there egges in water which are not flowing.so then we add that solution mosquitos can not enter into the water to reproduce.
