Why most of the people do not learn from others mistakes?

That people sometimes have some sham
so they thought that we should not do it again
but when they do not have any sham or forgot about that so people so it again

Most people don't learn from others mistakes because they haven't experienced it. You will learn something only if you experience it in any way. Well, some learn form their own mistakes while others don't. So...this is all I can say..
