Originally Answered: Who assigned the colors to traffic lights?

The first crude traffic light was a manually operated gas lantern installed in London around 1868. The signal consisted of two colors -- red meant "stop," while green meant "caution." One day the lantern exploded and injured the policeman who was operating it. It was painfully obvious a more efficient traffic signal was needed.

In 1920 Police Officer William Potts addressed the chaotic traffic of Detroit, Michigan, by co-opting the red, amber, and green automatic traffic light system used on railroads. Around the same time, the prolific African American inventor Garrett Morgan devised and patented the precursor to the automatic traffic lights we use today.

Apparently the colors of red and greenwere standard in the electrical industry at the time. The makers of railroad signals and traffic lights simply adopted the familiar color scheme.

We can really only speculate as to why these colors were originally used in the industry. An About.com entry on color symbolism points out that different colors evoke different emotions in humans. Red generally symbolizes danger or warning, making it a good choice for "stop." Green is calming to us, probably because it is prolific in nature and a sign of health and abundance, so it might have lent itself to mean "go."

Curiously, yellow or amber, is associated with warmth, happiness, and the sun. Despite these connotations, it was chosen to symbolize "caution." Perhaps because it contrasts well with green and red, and is highly visible without being too harsh on the eyes of motorists. Today, yellow is commonly used as a warning symbol for both traffic signs and alert systems.

My personal opinion is that, Red was derived by the color of our blood, grief, sacrifice, which has symbolically embedded as danger in our subconscious mind during the course of our evolution. On the other hand, green goes by nature, so it's good to go and safe. Watching Trees, leaves and flowers really does soothes our minds, does it not?
As for scientific explanation, Red has the longest wavelength, after that comes yellow and then green, if distinct colors are considered. Also, the ones with the shorter wavelengths have higher frequencies, and tend to travel shorter distances when faced with obstacles, and vice-versa; and hence the colors of the visible spectrum having much shorter wavelengths like blue and violet are not used. And so, Red light can travel the farthest in rain, fog, mist, while it's just the reverse for Green light. So, Red is visible most of the time, as it has to be high priority, followed by Yellow and then finally Green. Our creations are so well organized, sometimes I am amazed myself, or is it that we are the results of random permutations of combinations of elements, and we are surviving because we were favored, who knows?
Well, as for why these three colors are only used. Red and Green has been used since centuries, and has become a standard as of itself. And Yellow is formed by the superposition of Red and Green, I think that's why it's used as intermediate. If something is not Black and not White, we say that it's grey. Likewise, if something is not Red and not Green, then it's Yellow.

If you actually notice it, Red, Yellow/Orange, and Green are the consequential colours in the spectrum of light! (vibGYOR). This does not have a direct relation to the reason why they were chosen to as traffic lights.

However, Red and Green are opposite colours that have a full contrast; just like stop and go! and Yellow/Orange is the median of these colours which is the transitory state between them. Changing from Red to Green, is through Yellow, and changing from Green to Red is through the same Yellow! Therefore, Stop → Caution → Go or Go → Caution → Stop correspond to the same cycle of colours!

Traffic regulations are primarily, Stop, Caution, and Go. Signalling these traffic commands with these colours makes a complete and naturally
