Why our northern plains are extremely cold during the winter season?

Our northern plains are extremely cold because it is nearer to both Himalaya and waterbody too. And in winter the temperatures fall in the hilly region and the water vapour cools down and forms ice cubes and gather to the mountain and absorbs the surrounding area's temperature.
