Pakistan was not practising democracy during the rule of musharaf :
1. people could elect their representatives to the national and provincial assemblies but those representatives could not really become rulers .
2. the final decision could only be taken by the army officials and musharaf and none of them were elected by the people .
3. they formally had an elected parliament and government but the real power was with the army .
