because the rulers elected by the people in the provincial and national assemblies did not have the power to take the final decision. we know that in a democracy those chosen by the people must have the power to take the final decision. we saw that in Pakistan army officials and pervez musharraf had the power to take the final decision and none of them were elected by the people.
