Why PbCl2 is more stable than PbCl4?

Pb lies down to the group-14. due , to inert pair effect it is stable in its lower oxidation state.
In PbCl2, Pb have -2 oxidation and in PbCl4, Pb have -4 oxidation state. So, PbCl2 is more stable than PbCl4.
