why phenol OH group is not replaced when reacted with halogens

Because phenol doesn't undergo nucleophilic substitution reaction.

Reasons are viz,

1. Bond Energy (sp2>sp3)

2.Double bond character between halogen and carbon due to resonance,

which makes it unstable

3.Electronegativity and bond strength (sp2>sp3)

4. Stability of Vinylic carbocation<Allylic carbocation

5. Due to repulsion between pi electron cloud and nucleophile.
