It is because of salt present in sea water. As, we know salt have both sodium and chlorine ions and ions have a charge that means they can lose or gain electrons . So , the ions is capable of carry electricity. That's why sea water can conduct electricity .
Pure water has no any ions or other impurities so it can't conduct electricity.
