why stomata is present in lower epidermis but not in upper epidermis?​

stomata is present in lower epidermis in order to not to exceed the loss of water in plant body

here is the answer of your question

because if stomata is present on upper epidermis then more sunlight fall on the surface which leads to more evaporation of water and causes water scarcity in plants.
