Why the circle of illumination does concise with Earth's axis? ​

The earth revolves around the sun the axis point towards and then away from the sun thus the circle of illumination does not coincide with the poles but some other line of attitude and at these latitudes, during the summer solstice, the sun would appear at the horizon 0 degree's sun angle.
