Do you mean per capita?
I don’t believe even by per capita, that Chinese eat more rice than Japanese. In ancient northern China, rice did not generally make it that far (it’s grown in the south). So traditional northern dishes generally do not include rice at all (in many cases, noodles, steamed buns, or fried bread is the starch in northern dishes).
When I lived in a Japanese household, rice was served with every meal. When I lived in Beijing (northern China) rice was only included in Szechuan/Sichuan or southern food served there (not local dishes). Though rice porridge seems popular in the north. If you ask for rice at a Beijing style restaurant, the waiter will run down the street to the Korean restaurant to get some for you (yes, this really happens).
I would guess the per capita intake of rice is about 40% less for Chinese folks than Japanese. Perhaps the same amount in southern China, but far less in the north (with the population at about a 50/50 split north to south).
