The magnetic force or attraction is is greater where the field lines are crowded. Since all the magnetic field lines generate from the poles, the crowd of field lines is maximum near pole.

if you do the iron fillings experiment, you will see that the amount of iron fillings near the poles is much more than the sides.
this is because the poles are active sources of magnetic field lines.
