why the value of 'g' is not constant on earth

Here is your answer.. The value of g that is taken as 9.8m/s^2 is not always constant due to the shape of the earth. Earth is not proper Sphere nor it's perfect circle it's tilted on its axis therefore the value of gravity is also not constant.
It changes.

g is  referred  to  as  the acceleration  of  gravity
