only the top layer of water bodies freezes while the rest remains in liquid state because of Anomalous expansion of water Anomalous expansion of water means that water expands of freezes until it reaches 4 degree Celsius but still 4 degree Celsius the density of water keeps increasing and volume keeps decreasing but once the water reaches 4 degree Celsius it starts expanding means the density e decreases and the volume increases which makes the the water below the ice in liquid state and thus the aquatic organisms can live
