Hm There is a shift from primary to secondary Sector because the primary sector only deals with basic requirements such as raw materials production...so benefit cannot be observed by Primary Sector so..Secondary Sector which deals with manufacturing is required hence mostly shift id necessary for the process of PRODUCTION....
