it is because the air pressure enters through the same hole when a single whole is made and the flow will be slow , while when two holes are made the flow of oil will increase as the air enters from a hole and the oil flows out through the other.

By making two holes the atmospheric pressure inside decreases as a result the oil comes out easily.
