The buoyancy of water acts against the force of the weight of the object, therefore if you were holding the object under water you couldn't have to use as much force because the water is doing some of it for you. It obviously doesn't actually lose weight, it just seems like it.
Technical explanation: The net upward buoyancy force is equal to the magnitude of the weight of fluid displaced by the body.
This enables the object to float or at least seem lighter.
