Why was todd failed to return the loan? What does it tell us about him

When todd was leaving for bermuda he had borrowed a dollar from his friend ,the narrater , to pay his taxi fare ......but after his stay in bermuda for 3 weeks he completely forgot about the loan......although he had meant to repay it when he had borrowed it. ........moreover the meagre amount of the loan might have caused him to forget about the loan.
This tells us that Major Todd is a forgetful person and he is also irresponsible enough so as to forget to repay the money which he had borrowed in the time of his need.
