At room temperature (anywhere from zero degree centigrade to 100 degrees centigrade),water is found in a liquid state. This is because of the tiny, weak hydrogen bonds which, in their billions, hold water molecules together for small fractions of a second. Watermolecules are constantly on the move.

Water is a liquid at room temperature since the boiling and freezing points of water are 100 degree C and 0 degree C.Anywhere between these points , water behaves as a liquid. As room temperature is approximately 30 degree C, water is a liquid.
