As per the law of inertia which states that the body will remain as it is either in rest or in constant motion till an external force is not provided to it.
So when the bus's driver gives a break the upper part of the body moves as it is so it is experienced as to fall in the forward direction. It is the force of friction which lies between the foot and the floor resist the lower parts on being moved.
Then some muscular force is acting to make our body as it is.

As the driver applies brakes, the bus comes to rest. But, the passenger tries to maintain the inertia of motion. As a result, a forward force is exerted on him. ... Hence, the passenger tends to fall back when the bus accelerates forward.
