The Gods were disturbed by seeing the another aspect of city life ,i.e. its cheats and thieves, poverty, misery, unhappiness, dissatisfaction etc.
Even the Brahma himself was cleverly cheated by the shopkeeper.
The Gods were also worried about the problems of caste, religion, gender inequalities, social class distinctions etc.
