Answer:

In India nobody cares about such things. Politicians only care about making money illegaly and shouting crazily in parliament. It's a job of the government to keep the city clean but they are not interested. Even the people residing in dirty colonies care about cleaning their houses, not their surroundings. What can be said, nobody cares about anything. It is a sad reality of our society.

Explanation:

In western countries toilet facilities with sufficient water supply is provided at all commercial places and in India we do not have such facilities (except in very few areas in big cities). The government is not able to provide this for many reasons like cost, management issues etc.May be we will have this in near future.

Answer:

In India, no one cares about such things. Politicians are only interested in making illegal money  and screaming hysterically in front of parliament. The government's job is to keep the city clean, but they don't care. Even people living in filthy settlements are concerned with cleaning their homes, not their surroundings. What can I say, no one cares. This is a harsh reality of our society.

Explanation:

In Western countries, lavatory with adequate water supply are provided in all commercial locations, and in India, we do not have this facility (except in very few areas of big cities). The government cannot provide this for many reasons like cost, management issues, etc. Maybe we'll have that in the near future.

The discipline of the citizens also counts, The government can only superficially pass the order, but this cleanliness and neatness should be incorporated in individuals at a young age.
