No the object will not rise when a constant force of 9.8N will act on it...
Because:
F=ma
(the object will obviously have a mass and it cannot be negative and 'a' in this case is equal to g which is equal to 9.8 m/s^2)
So,
F>9.8N and hence the object would not rise.
