Windmills cannot capture all the energy. Even though it captures most of the energy in the wind as long as the windmill speed is higher than 20 kmph because a typically small turbine starts its rotation within 8 kmph and it starts its power generation after 12.6 kmph.

Though the turbine starts its power generation at 12.6 the maximum power generation of a turbine takes place only at 36-54 kmph. The turbine breaks its generation at 90 kmph.

We can never get 100% efficiency from any mechanism.
