1) if the president was to be elected directly by the people he could become the rival centre of power to the council of ministers
2) the membership in the two houses of the parliament was likely ot be dominated by one party, election of president merely by the majority of members of the union parliament could make his a nominee of the ruling party(just like the prime minister)
