For cooling a bucket of water I would put ice in it and since the ice will be in direct contact with the surface of the water, it will directly melt and by taking energy from the water. And hence cool faster.

here's your answer....
I would prefer the ice as the ice cools better than cold water as it takes tell latent heat from the surface eof the bucket and thus cools our the bucket better than cold water...The latent heat of fusion of water is
