Gana-sanghas type of governance deviated from the prehistoric monarchial rule and the modern republican system even though it showed similar essence in many ways. In this system of governance, the head of the clan or head of the family known as chief ruled over the gana-sanghas.
This position is not acquired by hereditary rights or by the member’s choice. The chief was selected from the clan of small families like Shakiyas, Koliyas, and Mallas and he led the assembly consisting of other members. The subjects are discussed elaborately in the assembly and if not narrowed into a decision, the voting system would be used to get the majority opinion.
