The Iran - Iraq war led to instability in the Gulf because Iraq invaded Iran on 22 September 1980, which lead to an 8 year war.  In May 1984,  Iran attacked Gulf shipping escalating the Tanker War.  In this war (war of the tankers) each side attacked merchant ships and oil tankers in the Gulf.
