Other than a reasonable level of language proficiency, you actually don't know anything about your abilities to write anything -- until you actually get around to writing the thing.

A lot of people wonder and ruminate whether they have this, that or some other ability to start writing something. That's the "non-operating" version of perfectionism -- whereas the 'operating' perfectionist keeps hammering at the thing until perfection is achieved, the 'non-operating' one keeps mentalising about the skills required for achieving the same. Either doesn't quite work in real life. The realist simply gets on with the writing -- warts and all -- because the realist knows there's always time to double back for revisions and amendments.

By writing articles. That is also how you get good at it. It also helps to read articles and identify what is good and bad about them.

To write a good article, be sure you know the topic, and be prepared to keep researching as you go. Start with a hook--make the first paragraph grab the reader's attention.

The way I learned to write an article is the inverted pyramid--start with important details and work your way to the less important parts. This allows for an editor to quickly edit for length by cutting off the end. Since you are likely not writing for a daily newspaper, that style is less important. If you look at related articles, you can learn your industry standard.

Self-edit. Make sure that you submit a polished article. An editor doesn't want to rewrite for you. Keep it short, but thorough (as the old saying goes, it should be like a woman's skirt--long enough to cover, but short enough to keep it interesting).

Finally, ask for honest critiques. The only way you get better is by sorting out what you do right and wrong. Break bad habits, strengthen good ones. Make sure your articles keep getting better.
