By laws of reflection, angle of incidence is equal to the angle of reflection. Note that they may appear as unequal when surface is rough. However on a rough surface, due to the changes in the surface boundaries it appears unequal. At actually small surface area, angle of incidence equals the angle of reflection.

In the reflection of light, the angle of incidence is equal to the angle of reflection, measured from the normal (the line perpendicular to the point of impact).
