Hi there!!

A draft of the law is prepared and presented in the legislature. This is called a bill. There are two types of bill-
1) Ordinary bill- It deals with day-to-day functioning of the government. It can be introduced by both the Houses.
2) Money bills- It deals with finance and can only be introduced by Vidhan Sabha.

A minister or an MLA introduces the bill in either House of the Assembly. After a detailed discussion, the bill is put to vote in the House. From here, it goes to the other House for approval. Then it is sent to the governor. The governor has no rights to reject a bill. He/she can only send the bill back with suggestions for change. Once the governor signs the bill, it becomes a law.
