Permanent Settlement
+ This was introduced during the tenure of Corwallis in a bid to appropriate more revenue from agriculture.
+ Under this settlement rajas and taluqdars were recognised as zamindars tasked with collecting revenues from peasants and paying to the company.
+ this amount to be paid was fixed permanently, the the name “permanent settlement”.
+ This was to ensure regular flow of revenue for the company.
The Mahalwari System
+ During the first half of 19th century, this system came into practice.
+ Under this system, revenue was calculated and fixed for an entire village or group of villages called mahal. Unlike Permanent settlement, where Zamindar collected revenue, under Mahalwari system village headman was given this responsibility.
+ Under Mahalwari system revenue was not permanently fixed but revised periodically.
In both the systems, the aim was to appropriate as much revenue as possible for the company. Peasant was the worst hit and the dissent arising out of it fueled many peasant uprisings.
