Copper oxide is usually basic in nature. Tamarind or lemon is considered to be highly acidic.

Thus, when we rub the tarnished copper vessel with aid of tamarind or lemon juice, the copper oxide seems to react with the citric acid found in the tamarind or lemon to create a salt which is washed away easily with aid of water.
