An electric field propagating through a medium it polarizes that medium . this creates a separation in charge, that has its own field which interacts with the incident field. It slows it down, and it decreases the coulomb force between two charges in that material. The factor by which the force decreases is the dielectric constant. The factor by which the speed of light inside a dielectric slows down is the square root of the dielectric constant.
