Gram Sabha is the primary point of decision making in a Panchayat Raj system. A group of selected people in village gather at one place along with the other villagers to make decisions whenever there is a need for it. They plan local governance of the village.

Every village has a gram sabha and they all work as a local body of governing the village.  

Any person who is native to the village and reached the electoral age can register themselves to the Gram Sabha to take part in shaping the village for good cause.
